NOTICE OF MEETING FOR APPROVAL OF ECONOMIC DEVELOPMENT
AGREEMENT WITH UNITED PROPERTY INVESTMENT COMPANY, L.C.
AND AUTHORIZATION OF ANNUAL APPROPRIATION
TAX INCREMENT PAYMENTS
The City Council of the City of Norwalk, Iowa, will meet in the Council Cham-
bers at City Hall, 705 North Ave, on January 21,2016, at 6 o'clock p.m., at which
time and place proceedings will be instituted and action taken to approve a De-
velopment Agreement between the City and United Property Investment Com-
pany, L.C. (the "Developer"), in connection with the commercial development of
certain real property in the Norwalk Urban Renewal Area, including the installa-
tion of infrastructure improvements, which Agreement provides for certain finan-
cial incentives in the form of economic development payments to be funded
through incremental property tax revenues in a total amount not exceeding
$2,000,0OO, as authorized by Section 403.9 of the Code of Iowa.
The agreement to make annual appropriation incremental property
tax payments to the Developer will not be a general obligation of the City, but will
be payable solely and only from incremental property tax revenues generated
within the Norwalk Urban Renewal Area.
At the meeting, the City Council will receive oral or written objections from
any resident or property owner of the City. Thereafter, the City Council may, at
the meeting or at an adjournment thereof, take additional action to approve the
Development Agreement or may abandon the proposal.
This notice is given by order of the City Council of Norwalk, Iowa, in accor-
dance with Section 403.9 of the Code of Iowa.

RESOLUTION 16-01(A) APPROVE BOARD CHAIR
BE IT RESOLVEDTHAT, the Warren County Board of Supervisors hereby ap-
proves Doug ShulI to serve as Board Chair for 2016. Carried unanimously
RESOLUTION 16-01(b) APPROVE BOARD VICE CHAIR
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves

RESOLUTION 16-02 AUTHORIZE AUDITOR TO PAY CERTAIN CLAIMS
BE IT RESOLVED THAT the Warren County Auditor is authorized to issue the
below listed warrants on various funds without first submitting claims for ap-
proval to the Board of Supervisors:
*Payroll Deductions (FICA, IPERS, Federal Income Tax, State IncomeTax, Union
dues and Deferred Compensation, Insurances including Health, Dental, Vision,
Life, Short Term and Long Term Disability, Flexible Spending)
*Rent Payments, Contracts

RESOLUTION 16-03 NAMED DEPOSITORIES
BE IT RESOLVED THAT, according to Chapter 12C of the 2014 Code of Iowa,
the County may invest surplus funds not immediately needed for current operat-
ing expense on Time Certificates of Deposits or Saving Accounts in banks ap-
proved as depositories. Therefore, Julie Daugherty, Warren County Treasurer,
may hereby invest the surplus funds of Warren County in the following manner:
A. Funds Be Deposited in Banks within Warren County.
B. Funds Be Deposited Consistent to Warren County Investmenl Policy.
C. Funds Be Deposited within Banks in approximately the same stio as the
ratio of private deposits within Warren County.
THEREFORE BE IT FURTHER RESOLVED, the Warren County Bmrd of Su-
pervisors hereby designate the following banks to be depositories for funds of
Warren County in amounts not to exceed the amount listed opposie each of
said designated depositories, and the Warren County funds in amomts not to
exceed the aggregate amounts listed for said banks through January 31,2017

thorize payment of $2.50 per grave for veteran's grave maintenance b the own-
ers of, or the public Board of Officers having control of cemeteries witlin Warren
County, in which any such deceased service person is buried, to pay f~r the care
and maintenance of the lots on which they are buried, in all case; in which

RESOLUTION 16--06 SHERIFF'S TRANSPORT-ASSIST PERSONNEL

proves person's assisting in the Sheriff's Office in the transport of person's in the

prove Contract Law Enforcement agreement between the City of Cumming and
the Warren County Sheriff's Department. Carried unanimously
RESOLUTION 16-13J PURCHASE OF 2 DODGE CHARGERS SHERIFF'S
DEPARTMENT
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby ap-
proves purchase of two 2016 Dodge Chargers for Sheriff's Department at ap-
proximately $26,000.00 each. Carried unanimously
RESOLUTION 16-13K EMPLOYEE RETIREMENT AUDITORS OFFICE
WHEREAS, Rhonda Green has submitted her notice of retirement from the
Warren County Auditor's Office, last day of employment being December 31,
2015; now,
BE iT RESOLVED, that the retirement of Rhonda Green be accepted with said
effective date, with regret, and that she be compensated for any earned vaca-
tion, compensatory time and sick leave as specified in the personnel policy.
