DECEMBER 16, 2008 The Warren County Board of Supervisors met on Tuesday December 16, 2008 at 9:36 a.m. with all members present. The following business was had to-wit: SIMPLE MOTION by Doug Shull, second by Marvin Grace to approve agenda and two agenda additions as presented for December 16, 2008. Carried unani- mously. SIMPLE MOTION by Doug Shull, second by Marvin Grace to approve the two sets of December 2, 2008 minutes, December 5. 2008 December 8, 2008. RESOLUTION 08- 500 REGISTER AS A LOBBYIST BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve that Scott Ourth register as a lobbyist with the Legislature and the Governor on behalf of Warren County. Carried unanimously. RESOLUTION 08- 501 APPOINTMENT BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve Bob Davey be appointed to finish serving the rest of William Hansen's appointed term for the Warren County Veteran Affairs. Carried unanimously. RESOLUTION 08- 502 LIQUOR LICENSE BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve the liquor license for Rolling Hills Golf Course, 6205 Hwy 28, Norwalk, Iowa 50211. effective December 26, 2008 for 12 months. Carried unanimously. RESOLUTION 08- 503 DESTROY CLAIMS BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve to destroy 2000 and 2001 claims. Carried unanimously. RESOLUTION 08- 504 FAMILY TAX CREDIT BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve the Family Tax Credit for Chris and Jamie Lane and deny the tax credit for Chris and Jamie Lane/Wolf Creek Properties LLC. Carried unani- mously. RESOLUTION 08 -505 ADDITIONAL CELL PHONE BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve the cell phone stipend for DHS in the amount of $15.00 for an individual to be named later by Derin Thompson. Carried unanimously. RESOLUTION 08- 506 CLOSE PUBLIC HEARING BE IT RESOLVED THAT the Warren County Board of Supervisors hereby move to close the public portion of the hearing, Carried unanimously, RESOLUTION 08- 507 APPROVE SALE OF COUNTY'S INTEREST IN CERTAIN REAL ESTATE BE IT RESOLVED THAT, Warren County, by the Warren County Board of Super- visors, sell/convey Warren County's interest in the following legally described real estate located in Warren County, Iowa: Vacated Main Street, EXCEPT the East 10 feet, lying between Block 1 and Block 2, Original Town Plat of Medora, an official subdivision recorded in Deed Book X. Page 513, Warren County, Iowa, to Edward F. Green III and Nancy G, Green for $53.00 plus publication costs and authorizing the Board Chairman to sign appropriate documents to effectuate the saleconveyance. Carried unanimously. RESOLUTION 08- 508 CLOSE PUBLIC HEARING BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to close the public portion of the hearing, Carried unanimously. RESOLUTION 08- 509 APPROVE SALE OF COUNTY'S INTEREST IN CERTAIN REAL ESTATE BE IT RESOLVED THAT, Warren County, by the Warren County Board of Super- visors, sell/convey Warren County's interest in the following legally described real estate located in Warren County, Iowa: The East 10 feet of vacated Main Street lying between Block 1 and Block 2, Original Town Plat of Medora, an official subdivision recorded in Deed Book X, Page 513, Warren County, iowa, to Rodney Lee Seward and Rhonda Lynn Seward for $20.00 plus publication costs and authorizing the Board Chairman to sign apprepdate documents to effectuate the sale/cenveyanse. Carried unanimously RESOLUTION 08-510 SALARY ADJUSTMENT WHEREAS, according to the Union contract involving new employees in the Secondary Road Department, at six months the new employee will be evaluated to be considered for regular full-time employment; and, WHEREAS. the following employee will complete his six-month probationary period on December 24, 2008, based on his job performance, that he be classified from probationary employment to regular full-time employment in the Secondary Road Department and granted a step increase: Paul A. Songaylio, effective DecemDer 24, 2008 (anniversary date June 24, 2OO8) from: Bridge & Culvert I Grade 7, Step 5 $16.91/hour to: Bridge & Culvert I Grade 7, Step 6 $17.56/hour Carried unanimously. RESOLUTION 08-511 BRIDGE CLOSURE BE IT RESOLVED THAT the following bridge be closecL effective December 11. 2008, due to structural condition: Bridge R-32310. located just east of 138  Avenue on Wyoming Street. Carded unanimously RESOLUTION 08-512 NEW HIRE BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby move to approve the hiring of Bryan J, Uewellyn as a deputy sheriff assigned to the jail effective January t 1,2009, full time with benefits at $18.10 per hour. Carded unanimously. RESOLUTION 08-513 PAY INCREASE BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby move to approve the pay increase for Missy Smith in Conservation to $13.47 per hour. Grade 9, Step 4, effective December 13, 2008. Carried unanimously. RESOLUTION 08-514 CANVASS FOR MILd SPECIAL CITY ELECTION The Warren County Board of Supervisors met on Tuesday December 16, 2008 to canvass the MUd Special City Election held on Tuesday, December 9, 2008. * Denotes the winner Total Registered Voters: 557 Total Votes Cast: 61 Voter Turnout: 10,95 % The results are as follows: Mild Absentee Total Precinct Council Member (12-11-08 thru 12-31 ---09) (Vote for no more than 1) Jill Freddcks 15 0 15 William F. June 19, July 17, August 21, and September 18, 2009 for Bike Night. Carried unanimously. RESOLUTION 08-516 USE OF BANK BUILDING BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve Michelle Steen's request to use the old Peoples Bank Building and the Courthouse Lawn on December 31,2008 for NewYears Eve. Carried unani- mously. RESOLUTION 08-517 LIFE INSURANCE BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to approve the new life insurance option with EMC Insurance. Middieswart Nay, Grace Aye, Shull Aye. RESOLUTION 08-518 BOARDS AND COMMISSIONS BE IT RESOLVED THAT. the Warren County Board of Supervisors hereby move to appoint Marvin Grace as pnmary, Doug Shull as alternate and Marilyn Kirk, patrick to the Aging Resources of Central Iowa Board of Directors. RESOLUTION 08-519 BOARDS AND COMMISSIONS BE IT RESOLVED THAT. the Warren Coumy Board of Supervisors hereby move o appoint Kevin Middleswart as primary on CIRTPA Transportation Policy Com- mittee and alternate on CIRTPA Transportation Technical Committee.
