The Warren County Board of Supervisors met Tuesday, January 2nd, 2019, at
9:00 am. with Supervisors‘ Crystal McIntyre, Aaron DeKock and Doug ShuII
present. The following business was had to—wit:
RESOLUTION 19—01(A)APPROVE BOARD CHAIR
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves Crystal McIntyre to serve as Board Chair for 2019. Carried
unanimously
RESOLUTION 19-01(B)APPROVE BOARD VICE CHAIR
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves Aaron DeKock to serve as Board Vice-Chair for 2019. Carried
unanimously
RESOLUTION 19-028ET MEETING TIMES
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves to set the meeting dates at 9:30 am. on the let Tuesday of each
month and 6:00 pm. on the 3rd Tuesday of each month. Carried unanimously
RESOLU‘RON 19-03AUTHORIZE THE CHAIR TO SIGNCERTAIN DOCUMENTS
ON BEHALFOF THE BOARD OF SUPERVISORS
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
authorizes the chair to sign required Secondary Road Documents, endorse
checks on behalf of the Board of Supervisors and to handle clerical
functions
for the Board for the calendar year 2019. Carried unanimously
RESOLUTION 19—04AUTHORIZE AUDITOR TO PAYCERTAIN CLAIMS
BE IT RESOLVED THAT, the Warren County Auditor is authorized to issue the
below listed warrants on various funds without first submitting claims for
approval to the Board of Supervisors:
1. Payroll Deductions and Benefits including: FICA, IPERS, Federal Income
Tax, State Income Tax, Union dues, Deferred Compensation, Flex
Spending, Health, Dental, Vision, Life, and Short/Long Term Disability
Insurances.
2. Rent Payments
3. Contract Payments

RESOLUTION 19-OSSHERIFF’S TRANSPORT-ASSISTPERSONNEL
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves person’s assisting in the Sheriff’s Office in the transport of
person’s
in the Sheriff’s custody to be paid minimum wage effective January 1,
2019.

RESOLUTION 19-06AUTI-IORIZE PAYMENT FORMAINTENANCE OF VETERANS
GRAVES
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
authorize payment of $2.50 per grave for veteran’s grave maintenance to
the
owners of, or the public Board of Officers having control of cemeteries
within
Warren County, in which any such deceased service person is buried, to pay
for the care and maintenance of the lots on which they are buried, in all
cases
in which provision for such care is not otherwise made. Carried unanimously
RESOLUTION 19-07NAMED DEPOSITORIES
BE IT RESOLVED THAT, according to Chapter 120 of the 2015 Code of Iowa,
the County may invest surplus funds not immediately needed for current
operating expense on Time Certificates of Deposits or Saving Accounts in
banks approved as depositories. Therefore, Julie Daugherty, Warren County
Treasurer, may hereby invest the surplus funds of Warren County in the
following manner:
Funds Be Deposited in Banks within Warren County.
Funds Be Deposited Consistent to Warren County Investment Policy.
Funds Be Deposited within Banks in approximately the same ratio as the
ratio
of private deposits within Warren County.
THEREFORE BE IT FURTHER RESOLVED, the Warren County Board of
Supervisors hereby designate the following banks to be depositories for
funds of Warren County in amounts not to exceed the amount listed opposite
each of said designated depositories, and the Warren County funds in
amounts
not to exceed the aggregate amounts listed for said banks through January
31, 2019 as follows:

BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
moves to designate Record Herald, North Warren Town and County News and
Carlisle Citizen as the official newspapers of Warren County for the
Calendar

RESOLUTION 19—1OSET MILEAGE REIMBURSEMENT RATE
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
moves to retain the mileage reimbursement rate of $.50 cents f0r 2019.

The Warren County Board of Supervisors met Wednesday, January 2, 2019,
at 9:31 am. with Supervisors’ Crystal McIntyre, Aaron DeKock and Doug
Shull present. County Auditor Traci VanderLinden was also present. The

RESOLUTION 19—13(A)APPROVE RESIGNATIONSECONDARY ROADS
WHEREAS, Dakota Dudney, in the Secondary Roads Department, submitted
his resignation effective January 2, 2019.
THEREFORE, BE IT RESOLVED, THAT the Warren County Board of Supervisors
accept the resignation of Dakota Dudney with said effective date and that
he
be compensated for any earned vacation and comp time as specified in the
personnel policy. Carried unanimously
RESOLUTION 19—13(B)APPROVE RESIGNATIONSECONDARY ROADS
WHEREAS, Terrance Driscoll, in the Secondary Roads Department, submitted
his resignation effective December 14, 2018.
THEREFORE, BE IT RESOLVED, THAT the Warren County Board of Supervisors
accept the resignation of Terrance Driscoll with said effective date and
that
he be compensated for any earned comp time as specified in the personnel
policy. Due to less than 6 months employment, he will not be compensated
for vacation time. Carried unanimously
RESOLUTION 19-13(C)TAX ABATEMENT
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves the taxes on the mobile home VIN#1V7014FL25898 in the amount of
$75.00 plus all accrued interest be abated. Carried unanimously
RESOLUTION 19—14APPROVE AMENDMENT TO AGREEMENT
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves the Board Chair to sign the Amendment to the Agreement with JEO
Consulting Group Inc., for the County Highway G58 Resurfacing Project,
Project No. STBG-SWAP-COQt (121 ) with the Warren County Engineer’s
Office.

RESOLUTION 19—15ACCEPT AND APPROVE BIDS FORPROJECT NO. L-
BrSOZO4—73-91
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves the Coonty Engineer's review of bids from Contract0rs for
Project
No. L-Br30204—73-91, 230th Ave Over Branch Flank Creek, Bridge
Replacement. and accept the bids from:
Herberger Construction Co. Inc. $193,439.00
Cunningham-Reis, LLC. $194,610.00
And approve the bid from Herberger Construction Co. Inc., in the amount of
$193,439.00 and authorize the Chair to sign the contract. Carried
unanimously
RESOLUTION 19—16FINES IN ROAD WORK ZONE
WHEREAS, a request from the‘ Warren County Engineer was made to the
Warren County Board of Supervrsors On January 2, 2019, during the Regular
Meeting of the Board of Supervisors, explaining the necessity of posting a
speed limit of 25 mph in the road work zone during road work construction
on
80th Avenue in Warren County, Iowa, and
WHREAS, Iowa law sets the penalties for speeding in a road work zone
pursuant to Iowa Code (2018) Sections 321 and 805.8A(14)(i), and fines
double for all other moving traffic violations under Iowa Code Section 321;
NOW, THERFORE BE IT RESOLVED that the Board of Supervisors approvesthe
speed limit for the road work zone on 80th Avenue in Warren County, Iowa,
be
25 mph.
AND;
That the penalties for speeding in this road work zone will be as follows,
pursuant to Iowa Code Sections 321 and 805.8A(14)(i):
$150 for speed not more than 10 mph over the posted speed limit.
$300 for speed greater than 10 mph but not morethan 20 mph over the
posted speed limit.
$500 for speedgreaterth‘an 20 mph but not more than 25 mph over the
posted speed limit.
£1,000 for speed greater than 25 mph over the posted speed limit.

That the scheduled fine for any moving traffic violation under Section 321
of
the Iowa Code, in a road work zone double pursuant to Iowa Code 805.8A.
