Roberts, age 53, of Winterset and a former Norwalk resident, died peacefully, Sunday, Jan. 18, 2015, at Kavanagh House in Des Moines. Funeral services will be 1 p.m. Friday, Jan. 23rd at O'Leary Celebration of Life Center - Funeral & Cremation Services in Norwalk, Iowa. Visitation with the family will be 4 to 7 p.m. Thursda Jan. 22nd at the funeral home. Steven Dwayne Rob- erts, the son of Larry Dwayne Roberts and Donna Marie (nee: Waters) Lind, was born June 17, 1961, in Des Moines, Iowa. Steve's parents moved to Muscatine when he was young. There he attended Louisa-Muscatine High School graduating in 1979. Steve married his high school sweetheart, Karla Ann Finley, at Fruitland Baptist Church on June 28, 1980. To this union they had three sons, Dustin, Derek, and Darren. Steve was a self-em- ployed business man un- til moving to Des Moines in 1985 to work as an auto salesman. He sold cars for 26 years until starting a new business with his wife, Karla, R & R Clean- ing Services, cleaning new residential homes. Steve enjoyed wood- working, fly-fishing, riding his motorcycles, sitting on the beach, and spending time with his family, especially his grandchildren. Steve and Karla are members of DeSoto Calvary Baptist Church. Last February Steve was diagnosed with stage four brain cancer. During this time Steve underwent several treatments. He continued to live life to the fullest by visiting his fam- ily in Montana, built a cabin on his acreage for his grandsons, traveled with Karla and family to the British Virgin Islands, went deer hunting, and had a great holiday with family and friends. Those left to cherish Steven's memory are his wife of 34 years, Karla of Winterset; three sons, Dustin (Sonia) of Des Moines, Derek (Christina) of Kalispell, MT, and Darren (Shannon) of Des Moines; his parents, Larry (Sherry) of Adel, Donna Lind of Albia; two broth- ers, Kevin (Leanne) of Kalispell, MT and Mark (Laura) of Woodward; and five grandsons, Parker, Gage, Karson, Finn, and Ryder. Preceding him in death were his grandparents; a sister, Kim Roberts; and his step-father, James Lind. OBITUARY Dr. Lenora (Len) Mac Wood Dr. Lenora (Len) Mac Wood, 84, died Frida3 Jan. 9. She was born Novem- ber 6, 1930 in Norwalk to Ivan and Golda Terry. She married Dr. Charles L. Wood in 1948. A life-long learner, while raising a family, Lenora went on to earn her B.A., M.A. and PhD. in education. She taught el- ementary school in Akron, OH city schools for 29 years. While teaching, she received numerous com- mendations for excep- tional service. Lenora enjoyed study- ing about world cultures and traveling in Europe, Russia and China. She lived with her husband and family in Germany and France for four years. Lenora is survived by her husband, Charles; chil- dren, Cheryl Werstler of Tucson, AZ, Sandra Wood and Gregory Wood of Ak- ron, OH; granddaughter, Hallie Henderson and familyof Lucedale, MS and grandson, Neal Werstler and family of Tucson, AZ. Dr. Lenora (Len) Mac Wood She has four great- grandchildren, Svetlana and Connor Werstler and Bailey and Jordan Henderson. Lenora is also survived by sisters, Mildred Overholser and June Berry of Norwalk, and Alice Allyn of Des Moines. She was preceded in death by brothers, Ivan, Andy and Fred Terry. A Celebration of her life will be held in Norwalk at a later date. Internment will take place at Webb Cemetery near Norwalk. Senate News By State Senator Julian B. Garrett Julian.Garrett@legis.iowa.gov. Governor's Budget Proposals Governor Branstad presented his State of the State Address on January 13. In conjunction with the address, he gave us his budget recommendations for fiscal 2016, that begins July 1, 2015, and fiscal 2017, that begins July 1, 2016. For 2016 he proposes spending $7.341 billion, with revenues of $7.212 billion. For fiscal 2017, he pro- poses spending $7.525 billion with projected revenues of $7.5 billion. The differences would be made up from surplus fundts from prior years. It is very difficult to balance current spending with current revenues when we have to deal with substantial increases in the state's share of Medicaid, obligations we have to protect local governments from revenue losses resulting from the property tax reform bill we passed and obligations aris- ing from the education reform bill we passed in 2013, among other things. The Governor proposes an increase of $84.8 million in 2016 and $141.5 million in 2017 for K-12 education. The Democrats are pushing for much bigger increases in K-12 spending, and likely in other areas also, that would make the projected deficit even larger. Even though the differences between estimated rev- enues and proposed spending are relatively small; I do not believe we should spend more than the estimated revenues. That was done in the years leading up to 2009 and 2010 with the then Governor and legislatures spend- ing one time money from trust funds and the rainy day fund to enable them to regularly spend more than their current revenue. This resulted in Culver's infamous 10% across the board cut when this kind of budgeting caught up with them and they had nowhere else to go to get money to fund their deficits.
