Garrett Julian.Garrett@legis.iowa.gov. Governor Presents Budget Governor Branstad has already presented his bud- get recommendations. He proposes to spend roughly $7 billion for fiscal year 2015 that begins July 1, 2014. The Appropriations subcommittees have already begun meeting to consider their respective parts of the bud- get. I am the ranking member (meaning the lead Re- publican) on the Justice Systems Appropriation Subcom- mittee, on the Senate side. Each of the budget subcom- mittees is a joint House and Senate committee with a Republican chair from the House and a Democrat chair from the Senate. We will be considering that part of the budget that covers the prison systems, the courts, the Highway Patrol, the Attorney General and a few other agencies that deal with justice and public safety. Tax Free Veterans' Pensions As a part of his State of the State address, the Gover- nor proposed eliminating the state income tax on veter- ans" pensions. This proposal is part of his Home Base Iowa initiative to attract veterans to Iowa. The exemp- tion would be retroactive to January 1, 2014. Iowa law now exempts pension income for those 55 years old or older, or disabled, up to $6,000 per person or $12,000 per married couple, from the state income tax. There are no age or other requirements in the Governor's new proposal. Support for Biofuels I was pleased to co-sponsor a resolution that passed unanimously in the Senate calling on the federal EPA not to change the Renewable Fuela3tandard passed in 2007. Iowa legislators believe that biofuels are an im- portant part of our efforts to reduce our dependence on foreign oil. Also, any reduction in the use o-f biofuels would have a negative impact on our Iowa economy. We could see still lower commodity prices and perhaps a decrease in land values. REED Debra Reed, 60, passed away Tuesda3 Jan. 14, at Kavanagh on 56th Street in Des Moines. Mrs. Reed was born March 12, 1953 in Des Moines to Robert and Bar- bara White. She was a first and second grade teacher at Moulton, Greenwood and Studebaker Elementa- ry Schools in the Des Moines Public School Sys- tem. She retired in May of 2012 after 35 years of ser- vice and was a member of the ISEA and NEA. Mrs. Reed had been a long-time active member of Norwalk Christian Church, most recently in- volved as a Sunday school teacher and choir member. She was a loving and sup- portive mother who never missed a twirling compe- tition, dance recital or school activity. She was very involved in her daughters" lives and her presence will be greatly missed. Survivors include her husband of 37 years, Doug; daughters, Dawn and Diana Reed; brother, Debra S. Reed Robert T. White, Jr.; sister, Cindee (Ken) Messmaker and family; and a host of extended family members and beloved friends. She was preceded in death by her parents.. Online condolences may be expressed to www.HamiltonsFuneral Home.com. OBITUARY JAMES BRIGHT James Bright, 89, Indianola, died Friday, Jan. 10, at Good Samaritan Society in Indianola. No services are planned and a private burial of the cremains will be at a later date. Mr. Bright, born in Des Moines October 21, 1924 to Winifred (Fuller) Bright and James H. Bright, grew up in Des Moines. He was a veteran of World War II and served in the South Pacific with the 2nd Marines from 1943 to 1946. He returned to Des Moines in 1946 where he met and married Doris English of Madrid. Together, Jim and Doris raised four children. Mr. Bright was employed by Armour & Co. of Oma- ha, NE for 27 years and Dixon Meats of Des Moines for 10 years. He was a retired Teamster. He enjoyed 20 years of Canadian fishing trips to Trout River Lodge. Survivors include his wife of 66 years, Doris; four children and their spouses, Steve (Deb) of Altoona, Don (Linda) of Norwalk, Cynthia (David) Mowen of Las Vegas, NV and Lori Bright, Norwalk; five grandchildren and seven great-grandchildren.
