Senate News
By State Senator Julian B. Garrett

E-Verify Bill Introduced
I am introducing a bill in the Iowa Senate, to make
the Homeland Security E-Verify program mandatory
for Iowa employers. Using E-Verify enables
employers to quickly find out if people they are hiring
are in the country legally and can legally be hired. It
has been in existence for more than 20 years but at
the national level it is voluntary. A number of states
have enacted a mandatory E-Verify requirement
though the details vary.
More than 3,000 Iowa employers voluntarily use
the program but many more do not. A number here
in Warren and Madison Counties already use the
program. I have talked to a number of them about
their experience and they all say that it is very easy
to use and gives them accurate information. They
tell me that they get very few negative responses from
Homeland Security because when potential
employees, who are in the country illegally, know
that an employer is using E-Verify, they don't even
apply to that employer. The result is that almost all
inquiries result in a positive response.
It seems to me that if we had a mandatory E-Verify
program and enforced the law, that would be a-big
deterrent for people considering slipping into the
country illegally. As of now, we have no realistic
chance of passing such a law at the federal level, but
hopefully we can do it here in Iowa. I think it is unfair
to both people looking for work who have to compete
with illegal immigrants who will work for sub-
standard wages, and for employers who obey the law,
but who have to compete with other employers that
cut their costs by hiring people in the country
illegally.
It is rarely easy to pass bills that make important
changes in the law. However, I have a large number
of co-sponsors in the Iowa Senate, and I think we
have a realistic chance of passing it in the Senate. I
know there are a number of members of the Iowa
House who are also interested in the bill and I hope
that we will be successful there also.
As always please feel free to contact me with your
ideas or concerns.
Learn and Play Group
to Meet in Norwalk
There are approximately 2000 days between birth
and the first day of kindergarten. The first 2000 days
of a child's life can have a profound and lifelong
impact on physical and emotional wellbeing,
readiness to learn and succeed, and ability to become
a productive citizen.
Designed for parents and their children ages 0-5,
our Learn and Play group combines learning and play
in a fun, informal setting. Through stories, learning
activities, and structured play, parents receive
information regarding their child's development,
learn about community resources, and form
supportive friendships with other parents.
Learn and Play group will be held Thursday
mornings, February 7th and 14th, from 10:30 a.m.
to noon, at the Norwalk United Methodist Church
fellowship hall, 1801 Sunset Drive in Norwalk.
This group is sponsored by Partners in Family
Development (PFD) and the Warren County Child
Abuse Prevention Council. The group will be
facilitated by Danielle, an early child development
specialist and parent educator. You can reach
Danielle for more information at 515-250-8807, or
call PFD at 515-962-1020.
