Approval of the conveyance of the N/Warren To~ and Co~ News PUBLICATION City's Property to the WRA will allow the WRA to construct the Southwest Area Diversion Facility to benefit the WRA participating communities, in- cluding Norwalk. The Southwest Area Diversion Facility will serve as a de- tention facility to temporarily store wastewater during periods of high flow. The WRA North River Interceptor Projects will connect Norwalk to the WRA'sWastewater Reclamation Facil- ity and Norwalk will no longer need to operate the Wastewater Treatment Plant, and will decommission the Plant and surrender its NPDES Permit to the Iowa Department of Natural Re- sources. If approved, in accordance with the Agreement the conveyance of the Property will occur in two closing trans- actions, with four of the building im- provements (the garage building, the laboratory building, old administration and vehicle storage building, and salt storage building) first conveyed for the amount of $425,000.00 and the real property and remaining buildings and improvements thereafter conveyed for the amount of $2,933,629.00. The con- veyance will include a reservation by the City of a permanent easement across the perimeter drives to be con- structed by the WRA as a part of its project for the purpose of ingress and egress to the City's excess real prop- erty, and release by City of certain easement rights formerly granted to and used by the City within the Prop- erty that will no longer be necessary following the conveyance. NOTICE IS FURTHER GIVEN, that the City Council will consider ap- proval of the proposed sale and con- veyance after a public hearing to be held at 6:00 p.m., at the Norwalk Eas- ter Public Library North Avenue, Norwalk, Iowa, on February 18, 2010. LEE, WARREN COUNTY, IOWA Thursday, February 11, 2010 The Appel Report By Staci Appel, State Senator Buckling up kids saves lives: On February 2, the Senate Transportation Committee passed SF 2055, which requires ev- eryone under 18 to wear a seatbelt while riding in the back seat of a car in Iowa. I am extremely pleased to see this bill moving for- ward. I'm sponsoring the bill because, as a mother, I know how vitally impor- tant seatbelts are to our children's safety. It's just common sense that seatbelts save lives. Passengers who become projectiles in an accident could be killed or suffer serious injuries, including traumatic brain injury. According to a report from Blank Children's Hospital, 1,823 injuries were reported in Iowa for unbelted kids under 18 between 2004 and 2007. Teens have a higher crash risk than all other drivers, yet studies show they are far less likely to wear seatbelts than older driv= ers. When backseat passen- gers buckle up, their chance of dying in an acci- dent is cut by 60 to 70 per- cent. In addition, statistics show that a driver is twice as likely to die in an acci- dent when there is an unbelted passenger in the back seat. The new seatbelt legis- lation we're considering in the Senate is designed to save lives but also takes into consideration the practical daily lives of Io- wans. The bill includes a "carpool exception" if there are not enough seatbelts in a vehicle for all passengers. Under the bill, a viola- tor would be guilty of a simple misdemeanor and required to pay a fine of $25. It's a terrible tragedy anytime a family loses a child in a car accident, but by requiring seatbelts for minors riding in the backseat, we can help save hundreds of families from that heartache.
