We are celebrating our 40th anniversary with a full year of activities. The board was created by a vote of Warren County citizens in the November 5,1974 gen- eral election and held its first meeting January 21,1975. After establishment, the organization started fulfill- ing duties with limited staff, equipment and facilities. Four decades later, the WCCB has grown significantly and accomplished much for local conservation and Warren County residents and visitors. Toda35 the board manages over 2,220 acres of public land and reaches thousands of people each year. These areas have pro- vided 40 years of outdoor memories, many acres of wild- life habitat, improved water quality and much more. It's a great time to reflect on all the opportunities WCCB has made possible. WCCB board members and staff held a 40th anniver- sary kickoff celebration Saturda35 Feb. 7, at the Annett Nature Center. Tom Hazelton, CEO of Iowa's County Conservation System, spoke on the history of county conservation boards in Iowa. The 40,th anniversary is a major l&sne fo;,: county cOrvation board and a huge the to-: munity here in Warren County. Watch for activities throughout the year. The Annett Nature Center is located five miles south of Indianola. Travel four miles south on Hwy 65/69 and look for the Annett Nature Center signs. Senate News By State Senator Julian B. Garrett Julian.Garrett@legis.iowa.gov. 2015-16 Senate Rules The Iowa Senate passed its rules for the current ses- sion last week. You may know that under the rules passed by the Democrats in 2011, Senator Gronstal, the Democrat leader, has sole control over what bills are brought up for debate and vote. When Senator Gronstal proposed the rules for this session, Bill Dix, the Repub- lican leader, proposed an amendment to allow a major- ity of the Senate to sign a discharge petition that would withdraw a bill or resolution from the committee where it was assigned and bring it up for a vote on the floor. All of the Senate Republicans voted for the amendment, but all 26 Democrats voted against it, so it lost. In his argument against the amendment, Senator Gronstal claimed that the rules he was proposing were the same as the rules the Republicans used when they were in control of the Senate in 2003. Unfortunately for him, a Republican Senator had copies of the rules passed by the Republicans when they were in control and the rules passed in 2011 and used ever since by the Democrats. They are not the same. The rules under the Republicans allowed a majority to bring up a bill or resolution for a vote. Senator Gronstal made no response when the Re- publican Senator set the record straight. I spoke in fa- vor of the Dix amendment, telling about conversations I have had with many Iowans who are amazed that one Senator has been given so much power. I asked Demo- crats to support majority rule in the Senate. None did.
