HSB114: I frequently get emails about protecting our pets from abusive
situations. HSB114 has been drafted for this purpose and has been assigned
to

Education: There has been concern that education funding has not kept up
with inflation. Since the 2011-12 school year, Investment in K- 12
education has
increased by $765 million, or about 30%. Over that same time, the rate of
inflation
is 10.96% according to the Midwest Consumer Price Index. What does that
mean?
Funding for schools has increased at nearly triple the rate of inflation!
This has
resulted in: More teachers: 3,100 new full-time teachers hired to staff
Iowa
classrooms. Smaller class sizes: A lower student-teacher ratio every year,
even
while enrollment has increased. Competitive teacher pay: Average teacher
pay has increased to almost $59,000 statewide which is among the highest in
the country when adjusted for cost-of-living. The House is planning to
debate
the K-12 package for school year 2019-20 on the floor next week, fulfilling
our
obligation to set school funding within the first 30 days of session. This
will
provide schools with the certainty and time necessary to set their budgets.
The
House plan includes an additional $89.3 million in new funding for Iowa’s
K-12.
Increases include $7.8 million to reduce transportation costs for rural
schools. This will ensure more dollars make their way into the classroom,
and
$2.9 million to reduce the cost per pupil gap by $5 per student. This
continues to reduce a long-time inequity that has existed in the school
funding
formula since the 1970s. We are also looking at additional opportunities
for
education such as extending the school infrastructure tax (SAVE), improving
school safety efforts, and greater flexibility for school boards and
administrators.
Judicial Nominating Reforms: There has been much press coverage about
another top priority this session to bring more fairness and accountability
to
Iowa’s merit-based judicial selection process. Under the merit process,
nominating
commissions interview candidates for open judge positions and recommend the
three most highly-qualified individuals for the Governor to choose from.
These
commissions are made up of people appointed by the Governor and lawyers who
are elected by other lawyers. Attorneys will continue to be a part of the
process.
Attorneys bring an important perspective to this discussion and we value
their
input. These reforms still require that half the members of the commissions
are
attorneys. Under the reforms, the Governor will continue 'to select
half of the
members on the nominating commissions and legislative leaders from 11%};
parties
will select the other half. Nominating commissions will continue to
identify the
best and brightest candidates to ensure that the best people become judges.
These reforms should bring more representation to Iowa’s nominating
commissions and provide greater transparency to Iowa’s merit-based
judicial
selection process. ‘
Mental Health: This past July, with a $4 million investment from the state,
Broadlawns/UnityPoint Des Moines and Mercy Des Moines started psychiatry
residency programs. These programs have placed a high emphasis on.
interviewing candidates that have Iowa connections, with the goal of them
putting
down roots and continuing to practice in Iowa after they have completed
their
residency. The health systems will also be working with their rural
affiliates to
provide tele-psychiatry throughout the entire state.
Home Base Iowa: The “HIRE Vets Medallion”, which recognizes job
creators
for their investments in hiring veterans and is the only veteran hiring
award at
the federal level. Two Home Base Iowa businesses received the 2018 HIRE
Vets
Medallion Program Demonstration awards: BDC Group, Inc. in Cedar Rapids
received a platinum medallion and SHINN KELLOGG, LLC in Albia received a
gold medallion in the small business category. Applications for the 2019

Vets Medallion Award opened on January 31 and end on April 30. Here is a
