Judicial Reform & E—Verify Bill
Two bills that I am iii. ' imaging have. advanced
in the legislature. ’l he bili to make E-Verit’y
mandatory for Iowa employers has passed the Senate
subcommittee, and is eligible for consideration in the
full Judiciary Committee, ,
The Judicial Reform bill has now passed the
Judiciary Committees in both the Senate and House.
The House passed an amendment that makes some
changes. The most important would return to the
provision that allows attorneys to elect 5 members
to the District Judicial Nominating Commission, and
the governor to appoint. members. The Supreme
Court would appoint another member. While I prefer
the earlier version on this point. the change is
acceptable. The Supreme Court and the Appeals
Court are the most important courts when it comes
to legislating from the bench. Attorneys still would
not elect members to the State Judicial Nominating
Commission. The District Courts are obligated to
follow the rulings of the higher courts. Apparently
this change was needed to obtain more support in
the House.
Death Penalty
I have joined with 19 other senators to sponsor a
bill to reinstate capital punishment for a person who
kidnaps, rapes and murders a juvenile. Currently the
penalty for kidnapping and rape is life in prison. If
the perpetrator kills the victim the penalty is still
life in prison. It is almost an incentive to kill the
victim so there will be no witness.
Budget Numbers
The new budget numbers are starting to take
shape. The Governor released her budget
recommendations in January. The House and Senate
leaders have now released their numbers. These are
overall numbers. There is still work to do to get
agreement between the chambers and thento work
out the details in the various budget subcommittees.
The total appropriations recommended by the
Governor come to $7,658.5 million or $7.66 billion.
The Senate target comes to $7,619.3 million or $7.620
' billion. The House target is $7,668 million, or $7.668
billion, a little above the Governor’s target. As you
can see the Senate is about $38.5 million below the
Governor’s target. These differences are not great
and will be resolved.
I co-chair the budget subcommittee that makes
recommendations for what we call the Justice
Systems. This includes the prison system, the public
safety department that includes the highway patrol,
the attorney general, the law enforcement academy,
homeland security and the courts. We have concluded
listening to the presentations of the various
departments on their budget requests and Will now
be working on the details of that part of thebudget.
