The purpose or the hearing is to gather comments from the public regarding the Iowa Department of Transportation’s (lowa DOT) proposal to eliminate the Hoover Street bridge (NBIS 51380), over Interstate 35 in Section 18,Township 76, Range 25, Warren County, Iowa, from the public roadway system. Following three public hearings,the Board of Supervisors may take action on the proposal. The Iowa DOT‘s proposal is based on an evaluation of overhead structures as part of the Interstate 80 Planning and Environmental Linkages Study (PEL), performed by the Office of Location and Environment and published in May 2016. The Local Crossroad Bridge Incentive Program was developed by the Iowa DOT for the possible removal of low-volume bridges as part of the l-80 Vision. The l-80 Vision includes 47 existing bridges to be considered for closure, As listed in the Vision, and pending any agreement with the county, an incentive would be offered by means of credit to Warren County’s balance of County Bridge Program funds for the construction, reconstruction or rehabilitation of other bridges on the County road system when these crossings are permanently removed. Per the Iowa DOT, the amount of the incentive would be 100% of the cost of a typical replacement structure — $1.5M per crossing location. Based on the Iowa DOT PEL Study, the Hoover Street bridge is rated a 4. is a low priority to replace, and will “likely cause only minor hardship to access and connectivity ifit is eliminated."
