Garrett ju!ian.garrett@legis.i owa.gov ' First Funnel Date This week is the first "funnel" week of the session. Most bills that have not passed out of a committee by the end of the week are dead for session. There are exceptions though. The Appropriations Committee and the Ways and Means Committee (that considers tax bills) and Government Oversight are not subject to the funnel. There are sometimes opportunities to attach a bill as an amendment to a hilt:that is stiR vial)le in the legislature. As the session goeo on there are mere:limner dates.:Sincethis is the of t}Ve:biennium al] bgls wigbe eligible again " when we convene in January, of 2020 =. : The-Senate Ways and Means Committee recently: passed Senate File 1 out of committee and made:it eligible for consideration by the full Senate. This bill would eliminate the state inheritance tax in Iowa. As the bill is currently written the repeal is effective on July 1, 2019 and would apply to any deaths occurring on or after that date. The primary benefit would go to those who die with no children or other lineal decedents. The inheritance tax only applies to non-lineal heirs now. It has already been repealed for lineal heirs. The tax does not raise a large amount of money. Children's Mental Health Senate Study Bill 1197 started making its way through the Senate Human Resources Committee on Wednesday. This bill establishes a children's behavioral health system in the state of Iowa. This bill is a result of recommendations from a workgroup on mental health in Iowa. Many people showed up for the subcommittee to discuss what they liked about the bill and additions they thought would be beneficial for the state. I look forward to seeing this bill move forward and am interested to see what it will look like in its final form. I did not serve on the subcommittee, but I do serve on the full Human Resources Committee. Constitutional Spending Limits The Senate Appropriations Committee has begun work on a constitutional amendment that would put a spending limit into the Iowa constitution. We currently have the 99% of available revenue spending limit, but that is just by Statute and can be changed at any time. Under the amendment spending would be limited to the lesser of the following amounts: a. Ninety-nine percent of the adjusted revenue estimate for the following fiscal year for the general fund, or b. One hundred four percent of the current fiscal year net revenue estimate for the general fund. In case of emergency the limits can be exceeded with a two- thirds vote in both chambers and the approval of the governor. As always please feel free to contact me with your ideas or concerns. Everyone had great fun viewing the slide show of past events, getting awards for activities they participated in; and buying decorated cakes during an auction. We had great creativity with the cakes and the money raised went to support the pack.
