Carried unanimously RESOLUTION 19-33(B) APPROVE LIQUOR LICENSE COUNTYLINE CAFE BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves the Class C Liquor License (LC) (Commercial) for Countyline Cafe, 10894 East Countyline Rd Iowa effective March 1, 2019 through February 29, 2020. Carried unanimously RESOLUTION 19-33(C) SET PUBLIC HEARING DATE IOWA DOT LOCAL CROSSROAD BRIDGE INCENTIVE PROGRAM BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to set public hearing date of March 5, 2019 at 9:35 a.m. to consider elimination of the Hoover Street bridge (No. NBIS 51380) over Interstate 35 as part of the Iowa DOT Local Crossroad Bridge Incentive Program. Carried unanimously RESOLUTION 19-33(D) SET PUBLIC HEARING FISCAL YEAR 2020 BUDGET HEARING BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to set public hearing date of March 5, 2019 at 6:00 p.m for the fiscal year 2020 budget hearing. Carried unanimously RESOLUTION 19-34 CREATION OF A REGIONAL HOUSING TRUST FUND WHEREAS, the development and preservation of affordable housing for low- income Iowans is a priodty for Warren County; and, WHEREAS, it is important for the area's communities and counties to collaborate to address this issue; and, WHEREAS, Warren County understands that opportunities exist to secure resources to address the various housing needs in our community through the establishment of a regional housing trust fund; and, WHEREAS, Boone, Jasper, Marion, and Warren Counties are desirous of creating a regional housing trust fund, whose general mission and purpose is to address the affordable housing needs within the region through coordination and long-term planning; and, WHEREAS, the housing trust fund would consist of all areas within Boone, Jasper, Marion, and Warren Counties; and, WHEREAS, a local governing board comprised of no more than 50% local government/public officials will be established and be responsible for identifying, securing, and allocating resources for the trust fund and will solicit comments from the public annually. NOW THEREFORE BE IT RESOLVED that Warren County does hereby support and authorize the creation of a regional housing trust fund and commits to sending two representatives from Warren County, one from the public and one from the private sector. 2 - Ayes Mclntyre - Nay RESOLUTION 19-35 OPEN PUBLIC HEARING INDUSTRIAL WASTE PRETREATMENT ORDINANCE BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to enter into the public hearing portion of the meeting regarding Industrial Waste Pretreatment ordinance. Carried unanimously RESOLUTION 19-36 CLOSE PUBLIC HEARING INDUSTRIAL WASTE PRETREATMENT ORDINANCE BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to close the public hearing portion of the meeting regarding Industrial Waste Pretreatment ordinance. Carried unanimously RESOLUTION 19-37 INDUSTRIALWASTE PRETREATMENT ORDINANCE FIRST READING BE IT RESOLVED THAT, the V~arren County Board of Supervisors hereby confirms the date of the 2nd reading for March 5, 2019. Carried unanimously RESOLUTION 19-38 OPEN PUBLIC HEARING TRANSFER OF VACATED ALLEY BEECH BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to enter into the public hearing portion of the meeting regarding transfer of vacated alley to property owners in Beech. Carried unanimously RESOLUTION 19-39 CLOSE PUBUC HEARINGTRANSFER OF VACATED ALLEY BEECH BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to close the public hearing portion of the meeting regarding transfer of vacated alley to property owners in Beech. Carried unanimously RESOLUTION 19-40 TRANSFER OF VACATED ALLEYS IN BEECH, IOWA BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to set 2nd reading on March 5, 2019 regarding transfer of vacated alleys to property owners in Beech, Iowa. Carried unanimously RESOLUTION 19-41 JOINT PUBLIC SERVICE AGREEMENT CITY OF CUMMING BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves Joint Public Service Agreement with the City of Cumming as presented. Carried unanimously RESOLUTION 19-42 28E AGREEMENT FARM-TO-MARKET EXTENSION(S) CITY OF CUMMING BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves 28E Agreement for Farm-to-Market Extension(s) with the City of Cumming as presented. Carried unanimously RESOLUTION 19-43 WARREN COUNTY JUSTICE CENTER COMMISSIONING SERVICES AGREEMENT BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves Warren County Justice Center Commissioning Services agreement. Carried unanimously RESOLUTION 19-44 FOOD SERVICE FACILITIES DESIGN CONSULTANT PROPOSAL BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves proposal for food service facilitiesdesign consultant. Carried unanimously RESOLUTION 19-47 ISSUANCE AND LEVYING TAX PAYMENT CF $20,400,000 GENERAL OBLIGATION BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves authorization of issuance and levying a tax for the payment of $20,400,000 General Obligation Capital Loan Notes, Series 2019.
