Most were relatively non-controversial. House File ?.094 requires the board of directors of a scho,: , district or area edu- catior agency, an adminis- trator of a School district, the cifief administrator of an area education agency and vtae authorities in charge of an accredited nonp tblic school to report any instance of disciplin- ary action taken against a licensed school employee to the board of educational examiners. The point of the bill is to prevent a li- censed employee who is discharged for misconduct from being hired in a dif- ferent district because that district does not know about the misconduct. Protection for Property Owners One that did create some controversy was House File 2367. It protects property owners from li- ability when a trespasser who knowingly enters onto their property with no legal right to do so, and is injured on the property. There is an exception for children under 16 who are ";a-" injured because of a dan- gerous condition that the property owner knew about or should have known about, and that the child did not know about, if the property owner knew or should have known that children were likely to go onto the prop- er in the area where the dangerous condition ex- ists. Public Hearing on School Reform Monday, March 5, we had a public hearing on Governor Branstad's edu- cation reform proposals. In an unusual move, the Governor was the opening speaker at the hearing. He told us that the status quo is not good enough. He urged us to be bold in en- acting reforms. There were about 40 speakers at the hearing. I would say that there was no consensus on what we should do to im- prove our schools. Most speakers talked about one or more of the Governor's proposals, but there was support and opposition to most of them. It is too early to say what reforms may pass this year. I believe school reform will be a continuing process.
