gambling problem. In the research I have done into this
topic I have learned Iowa has one of the most aggres-
sive and successfu, gambling addiction programs in the
country. However, because of this program and personal
responsibility, there aren't as many people suffering
from a gambling problem as some might try to point
out.
A rec-nt study on gaming in Iowa completed by the
University of Iowa concluded that the number of prob-
lem gamblers has declined since a similar study was
conducted in 1995. So, this idea that gambling addic-
tion in Iowa is on the rise is simply false.
I think it is important for communities to grow, and
all of us can play a role in making that happen with a

Clerk of Court Offices
For several years now County Clerk of Court offices have been closed to the pub-
lic at certain times, on certain days. I was successful in getting an amendment to our
Justice Systems budget proposal to require that they be open during regular busi-
ness hours. The bill will have to be passed by the House and Senate and be signed by
the Governor with that provision in it, to take effect.
Beginning Farmer Program Expansion
The House has approved House File 599, an expansion of the Beginning Farmer
Tax Credit program. It is very difficult for young people to get started in farming if
they do not have family members who own farm land. This bill increases tax credits
for existing farmers who lease land or livestock facilities to beginning farmers. It
also creates a new tax credit in the amount of 7% of the value of the custom work, for
landowners who hire a beginning farmer t'o custom farm part or all of their land.
There is an additional 1% credit if the beginning farmer is a veteran.
. Fighting Medicaid Fraud
On March 19 the Iowa House passed House File 553, a bill giving the Department
of Human Services additional tools to fight fraud and waste in the Medicaid pro-
gram. Among other things the bill imposes civil penalties ranging from $10,000 to
$50,000 on those engagingin various fraudulent activities. I was the floor manager
for the bill.
