RESOLUTION 12-92A APPROVE CONSERVATION EMPLOYEE
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby ap-
proves to hire John Fensterman as a seasonal and temporary employee in Con-
servation at the rate of $9.53 per hour with no benefits, effective March 14, 2012.

RESOLUTION 12-92B APPROVE APPOINTMENTTO ZONING BOARD
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby ap-
proves to appoint Suzanne L. Kmet, SPHR, GPHR, 6937 Hwy 65-69, Indianola,
IA 50125, to the Zoning Board. Carried Unanimously
RESOLUTION 12-93 CREDIT CARD POLICY
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby ap-
proves the attached Credit Card Usage Policy with a limit of $5,000.00. A follow
up report in June 2012 will be given on how the policy is functioning. Carried
Unanimously
RESOLUTION 12-94 CHANGE IN PERSONNEL POLICY
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby ap-
proves a change in the Personnel Policy regarding payout of accumulated sick
leave credits upon retirement for regular part time employees from $1,250.00 to
$1,500.00 upon meeting,the definition of a retired person as stated in the Per-
sonnel Policy. Carried Unanimously
RESOLUTION 12-95 BUDGET APPROPRIATION
WHEREAS, on June 29, 2011 the Board of Supervisors approved appropriating
90% of the total budget to the various departments; NOW, BE IT RESOLVED
THAT, the remaining 10% unapprepriated budget for Sheriff and Mental Health
departments for the fiscal year ending June 30, 2012 be appropriated for amounts
of $38,304 and $263,979, respectively. Carried Unanimously
RESOLUTION 12-96 SALARY ADJUSTMENT
WHEREAS, according to the Union contract involving new employees in the
Secondary Road Department, atsix months the new employee will be evaluated
to be considered for regular full-time employment; and, WHEREAS, the follow-
ing employee completed his six-month probationary period on April 1, 2012,
based on his job performance, it is the recommendation of the Interim County
Engineer that he be classified from probationary emp|oyment to regular |utt-time
empieyment in the Secondary Road Department ahd granted a step increase:

WHEREAS, Cory Vail was hired as a temporary employee and, WHEREAS, it is
unlikely that his services will be required in the immediate future, BE IT RE-

AN ORDINANCE PROVIDING FOR A SERIES OF SCHEDULED IN-
C_ REASED WATER RATES AND SEWER RENTAL RATES AMENDING
SECTION 92.02 (1) AND 99.02 I1). NORWALK MUNICIPAL CODE.
Section 1. Purpose.
Section 2. Water Rates for Service.
Section 3. Sewer Service Rates.
Section 4. Repealer. .
Section 5. Severabitity Clause.
Section 6. When Effective.
Be it ordained by the City Council, City of Norwalk, Iowa:
Section 1. Puroose. The purpose of this ordinance is to amend Sections
92.02(1) and 99.02(1 ) Norwalk Municipal Code, 2008, by providing for an series
of annual increases of water rates for service and an increase in sewer rental
rates for the City of Norwalk, Iowa.
Section 2. Water Rates for Service. Section 92.02(1), Norwalk Municipal
Code is hereby amended to read as follows:
Usage Charge. $4,22 for each 1000 gallons used per month. Effective Apdl
1,2013 the usage charge shall increase to $4.65 for each 1000 gallons used per
month. Effective April 1,2014 the usage charge shall increase to $5.11 for each
1000 gallons used per month.
Section 3. Sewer Service Rates. Section 99.02(1), Norwalk Municipal Cede
is hereby amended to read as follows:
Usage Charge. $6.87 for each 1000 gallons used per month. Effective Apnl
1,2013 the usage charge shall increase to $7.56 for each 1000 gallons used per
month. Effective April 1,2014 the usage charge shall increase to $8.32 for each
1000 gallons used per month.
i%e[.4. Reoealer. Any ordinance or parts of ordinances in conflict wilh
this ordinance are hereby repealed.
. Severabilitv Clause. If any section, provision or part of this ordi-
nance shall be adjudged to be invalid or unconstitutional, such adjudication shall
not affect the validity of the ordinance as a whole or any section, provision or
part thereof not adjudged invalid or unconstitutional.
. When Effective. This ordinance shall be in full rome and effect
upon final passage, approval, and publication as provided by law.

Re: Norwalk Storm Water Pollution Prevention Workshop
To Whom It May Concern:
A storm water workshop wilt be held April 16, 2012 at the Norwalk City Halt
Council Chambers, 705 North Avenue at 6:00 P.M. This workshop is intended to
educate developers, builders, contractors, consultants and residents about ways
in which developments and construction sites can be designed to improve water
quality.
The workshop will also inform the attendees ol how storm water violations will
be addressed by the City during required storm water inspections. We will also
have a short session on RainGardens. Each developer, contractor, and sub-
contractor doing work in Norwalk will be required to watch.a 15 minute construc-
tion site erosion control video before being issued any permits.
The City of Norwalk is required by the Iowa Department of Natural Resources
per the Municipal Separate Storm Sewer System Permit (MS-4) to organize and
facilitate these workshops on a yeady basis. Anyone who is interested in local
storm water issues is encouraged to also attend.
