Page Ten N/Warren Town and County News Thursday, May 31, 2012 OFFICIAL PUBLICATION CITY OF CUMMING Regular Council Meeting 5/14/2012 To be Approved at 6/11/2012 Meeting The Regular City Council Meeting of the City of Cumming was held at Cumming City Hall 649 N. 44 th St. on Monday, May 14, 2012. The Meeting was called to Order at 7:00 P.M. by Mayor Tom Becket. Present at Roll Call: Dave Cheisvig, Ed Harkin, Anita Enos, Jean Lare. Absent: Lori Lynch. Motion made by Harkin, Seconded by Lare to Approve the Amended Agenda. Approved 4-0 Public Comment Eric Delker from the Norwalk Fire Department discussed 205 N 44 th St. The Fire Dept has acquired the property and will be using it for training through August. A schedule will be forthcoming as part of N. 44 " Street may have to be closed at times. Bill Ludwig asked when the 3 rd phase of the sewer would be completed, if development west of the interstate would be estate zoning and the criteria, if the land south of the Middleton House was a TIF district, the 1% loan and that Charles City obtained funds in the amount of $600.000 for sustainability and $500,000 for Geothermal fields Richard Dell commented on the 1% loan. bringing the sewer into the old part of town. the Middleton House as an investment, people in town not paying their taxes for over a year, the Charles City development, having stricter requirements for living within the city limits for the Board of Adjustment members and that the park looks great after the clean-up day. Public Hearing was opened at 7:13 pm with a motion by Harkin, Seconded by Lare to receive comment on the Amendment of the current City Budget for Fiscal Year ending 6/30/12. Discussion Items John Lins from the Des Moines WaterWorks presented information on Cross- Connection arid Backflow that current Commercial customers in Cumming will have to have hstal ed t"theli" Water supply.. Motion made by Harkin, Seconded by Cheisvig to Approve Resolution 2012-31, Authonzing Disposal of City Property and Outdated-Used Equipment Approved 4-0 Public Hearing was closed at 7:38 pm with a motion by Harkin, Seconded by Lare. Approved 4-0 B. Motion made by Chelsvig, Seconded by Harkin to Approve Resolution 2012-32, City Budget Amendment and Certification Resolution for Fiscal Year ending 6/30/12. Approved 4-0. C. The Mayor will check with Warren County regarding abbreviating the Cumming Avenue street signs to Cmg. Ave - G14 to help prevent theft of the signs. D. Motion made by Lare, Seconded by Chelsvig to Approve bids up to $5,000 at the discretion of the City Engineer to repair street damages in front of 3050 Cattail Creek. Approved 4-0 E. Motion made by Harkin, Seconded by Enos to Approve the Change Order for South Trunk Collector Sewer Extensions Project to Serve Lot 17 of Apple Creek Plat 2 with billing to take place in Fiscal Year 2013. Approved 4-0 F. Motion made by Enos. Seconded by Lare to Approve acquisition of the Middleton House. Ayes: Enos, Lare. Nays: Harkin. Cheiswg Defeated 2-2 G. Motion made by Chelsvig, Seconded by Lare to Approve Amending Ac- tion Item G from Phase II & Phase III of the Sewer to just Phase II of the Sewer. Approved 4-0. Motion made by Chelsvig, Seconded by Lare to Approve obtain- ing a 1% loan to facilitate the installation of Phase II of the Sewer. Approved 4-0 H. Motion made by Harkin, Seconded by Lare to have Ordinances prepared by the City Attorney using Sewer rate increase options #7 and #12 to be dis- cussed at the 6/11/12 Council meeting.,Approved 4-0 I. A,Resolution will De prepared for the 6/11/12 Council meeting for action on the Business Directory Sign. J. The City Clerk will call the DNR regarding the erosion of farm fields into ditches along Cumming Ave. Informational Items The cost of Clean Up Days was $877 with $275 of this being tires Will be brought up again next year to decide whether or not to discontinue taking tires.
