County Auditor, Traci VanderLinden and Assistant to Board of Supervisors, Megan Andrew were also present. The following business was had, to-wit: RESOLUTION 19-149 OPEN PUBLIC HEARING FY19 BUDGET AMENDMENT BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to open the public portion of the meeting regarding FY19 budget amendment. Carried unanimously. RESOLUTION 19-150 CLOSE PUBLIC HEARING FY19 BUDGET AMENDMENT BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to close the public portion of the meeting regarding FY19 budget amendment. Carried unanimously. RESOLUTION 19-151 FY19 BUDGET AMENDMENT BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves FY19 budget amendment in the amount of $77,500.00. Carried unanimously. Budget reports were presented by Megan Andrew. RESOLUTION 19-152 DEPARTMENTAL RE-APPROPRIATIONS BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves the following departmental re-appropriations within service area one are approved for the FY19 County Budget: Medical Examiner (28) $5,000 to Juvenile Probation (61). Medical Examiner (28) $6,000 to District Court (31). Sheriff Department (05) $10,000 to District Court (31). Carried unanimously. RESOLUTION 19-154 28E AGREEMENT AND 5YEAR CONTRACT LAW ENFORCEMENT SERVICES CITY OF MARTENSI~eJLE BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves 28E Agreement and Five-Year Contract for Law Enforcement Services with City of Martensdale. Carried unanimously. RESOLUTION 19-155 BOKF, N.A. AGREEMENT WHEREAS, Bankers Trust Company of Des Moines, lewa ("Bankers Trust") currently serves as Paying Agent, Registrar and Transfer Agent for the obligations listed on Exhibit "A" attached hereto and made a part hereof (collectively the "Bonds"); and WHEREAS, Bankers has notified the County that it will cease the provision of such services and will assign its contracts for such services to UMB Bank, n.a. of Kansas City, Missouri (=UMB Bank, n.a?); and WHEREAS, this Board of Supervisors of Warren County, Iowa (the "Issuer") has determined that it is in the best interest of the Issuer to engage Bank of Oklahoma Financial, N.A of Lincoln, Nebraska (=BOKF, N.A."), to serve as the Paying Agent, Registrar and Transfer Agent of the outstanding financing issues of the Issuer as set out on Exhibit =A'; and WHEREAS, this Issuer deems that the services offered by BOKF, N.A are in the best interests of the Issuer to serve as a successor paying agent, registrar and transfer agent for compliance with rules, regulations, and requirements governing the registration, transfer and payment of registered Bonds for each issue; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WARREN COUNTY, STATE OF IOWA: Section 1. That effective July 1,2019, ROKF, N.A. is appointed to serve as the successor Paying Agent, Registrar, and Transfer Agent in connection with the Bonds. Section 2. As provided in the authorizing resolulfens fer the Bonds, the Issuer shall provide for prompt written notice to the current Paying Agent, Registrar and Transfer Agent and each registered bondholder. Section 3. That the Chairperson and County Auditor are directed to proceed on behalf of the Issuer to take all action necessary to as may be required to allow BOKF, N.A, to assume duties as Paying Agent, Registrar and Transfer Agent for the Bonds listed on Exhibit "A" attached hereto. Section 4, That Notice of this appointment shall be filed on the EMMA website within 10 working days after the effective date of the appointment of BOKF, N.A pursuant to this Resolution, Carried unanimously. RESOLUTION 19-156 OPEN PUBLIC HEARING REZONING - LARRY HUGHES BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to enter into the public hearing portion of the meeting regarding rezoning of land submitted by Larry Hughes. Carried unanimously. RESOLUTION 19-157 CLOSE PUBLIC HEARING REZONING - LARRY HUGHES BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to close the public hearing portion of the meeting regarding rezoning of land submitted by Larry Hughes. Carried unanimously. Larry Hughes withdrew his request to rezone. RESOLUTION 19-158 OPEN PUBLIC HEARING WARREN COUNTY ZONING AND SUBDIVISION ORDINANCE AMENDMENT BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to enter into the public hearing portion of the meeting regarding. amendment to Chapter 47 of the 2019 Warren County Zoning and Subdivision Ordinance. Carried unanimously. RESOLUTION 19-159 CLOSE PUBLIC HEARING WARREN COUNTY ZONING AND SUBDIVISION ORDINANCE AMENDMENT BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to close the public hearing portion of the meeting regarding amendment to Chapter 47 of the 2019 Warren County Zoning and Subdivision Ordinance. Carried unanimously. No action was taken. Discussion of the Warren County Court House time capsules. No action taken. RESOLUTION 19-160 SPEED LIMIT CHANGE WHEREAS, the Board of Supervisors, under the provisions of Chapter 321.285, Subsection 5, Code of Iowa, if on the basis of an engineering and traffic investigation, the speed on any secondary road is greater than is reasonable and proper under the conditions found to exist, the Board shall determine and declare a reasonable and proper speed limit; now, BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves the following speed limits be changed: 35 MPH on Coolidge from R57 Hwy West to Norwalk City Limits Carried unanimously. Randy Cairns - 2052 150th Avenue - Engineer's meeting. Paula Sampson - 2013 153rd Avenue - Questioned how tax money is being spent in our county.
