OBITUARY ,.
VIOLET ELSE
Services were held Tuesda3 June 25, in Fremont for
Violet Else, 93, Cedar, who died Thursday, June 20.
Burial was in Cedar Township Memorial Cemetery.
Survivors include Marcella Phillips of Des Moines
and Darrell (Patricia) Else of Norwalk; four grandchil-
dren, Michael Phillips, Lynn (Larry) Burr, Christopher
Phillips and Jason Else; two great-grandchildPen, Ben-
jamin Philbips and Breanna Else; and a sister, Sylvia
Criss.

New Laws Take Effect
A number of new laws
take effect July 1. I have
discussed a number of the
major laws in prior news-
letters. A few of the other
new laws are:
School Employee Back-
ground Checks - Senate
File 452:
This law will require all
school employees to un-
dergo a check of the sex
offender registry, child
abuse registry and the de-
pended adult abuse regis-
try prior to employment.
For current employees,
school districts are re-
quired to establish a policy
which would require these
employees to undergo the
record check at least every
five years after their date
of hire.
Aquatic Invasive Species
- House File 522
This law helps to pre-
vent and control undesir-
able aquatic invasive spe-
cies in Iowa waters.
Online License Renewal
- House File 355
This law permits re-
newing a driver's license
online under some cir-
cumstances.
Beginning Farmer Tax
Credit - House File 599
This law expands the
Beginning Farmer Tax
Credit program both in its
provisions and in the
amount of tax credit avail-
able. It also streamlines the
Iowa Agricultural Devel-

opment Authority (IADA)
administrative process for
implementing the credits.
Clerk of Court Offices-
Full Time
I am pleased to see that
the State Court Adminis-
trator has announced that
all County Clerk of Court
offices will be again open
full time by September 3.
About 29 counties in
northwest and central
Iowa that have imple-
mented electronic filing
will actually open full time
July 15 according to the
announcement. Electronic
filing should reduce the
workload on the clerks
though there are more
cases filed as time goes by.
Electronic filing also will
make it easier for employ-
ees in one county to help
process filings in another
county.
You may recall that I
have been fighting to get
this done for the last three
years. With additional
funding and pressure from
the Claairman of the House
Justice Systems Appro-
priations Subcommittee
and me, it appears that we
finally will see the offices
open full time again. This
will be the first time that
the Clerk of Court offices
have been open to the pub-
lic full time since the Cul-
ver 10% across the board
budget cuts in November
2009. Most Clerks' offices
have been closed Tuesday
and Thursday afternoons
since then.
