After education, Medicaid is the largest part of the state
budget. By its very nature, funding is always an esti-
mate based on past experience. Enrollment grows each
year. The increase for the just concluded fiscal year was
about 5,000 people. Perhaps not surprisingly, the fund-
ing estimates usually come up a little short. It makes
sense not to appropriate too much, but I believe we
should do a better job that we have been. We have just
concluded fiscal year 2014 and again we are short in

years in part because I believe we should do a better job

paper from her home in Lakewood. But she felt a kin-
ship because they were both originally from Mississippi.

you will still see her out and about town.
