Page Eight OFFICIAL PUBLICATION MINUTES TO BE APPROVED AT THE SEPTEMBER 7TH, 2021 MEETING August 17, 2021 The Warren County Board of Supervisors met Tuesday, August 17th, 2021, at 6:00 pm. with Supervisors Aaron DeKock and Darren Heater present. Supervisor McIntyre was present via Zoom. County Auditor Traci VanderLinden, Warren County Assistant Attorney Alex Crabb and Budget Director Meghan Minar were also present. Iowa Code Section 21.4 requires that each Board of Supervisors meeting be held at a place reasonably accessible to the public and at a time reasonably convenient to the public, unless for good cause such a place or time is impossible or impracticable. Given the Governor‘s prohibition on gatherings of ten or more persons during the COVID 19 outbreak and further given Section 9 of the Governor's March 19, 2020 proclamation suspending the regulatory provisions of Iowa Code §§ 21.8, 26.12, or any other statute imposing a requirement to hold a public meeting or hearing, the Board of Supen/Isors has determined that a meeting at a physical place is impossible or impracticable and all Board of Supervisors meetings for the time being will be conducted electronically with the public allowed to attend per the instructions on this agenda. Meeting minutes will continue to be provided per the County’snormal course of business. Supervisors may be participating by Zoom meeting due to COVID 19. Meetings are simulcast on the Warren County website, www.warrencountyia.org, and are recorded. RESOLUTION 21-244 CLOSE PUBLIC HEARING FINAL PLAT #3 SPLENDID ACRES BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves to close the public hearing portion of the meeting regarding Final Plat #3 Splendid Acres Subdivision. Carried unanimously. RESOLUTION 21 -245 SPEED LIMIT WHEREAS, the Board of Supervisors. underthe provisions of Chapter 321 .285, Subsection 5, Code of Iowa, if on the basis of an engineering and traffic investigation, the speed on any secondary road is greater than is reasonable and proper under the conditions found to exist, the Board shall determine and declare a reasonable and proper speed limit; now, BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby approves that the following speed limits be changed on the detour route for the duration of the Bridge Replacement Project on 823 Highway over Mill Creek, Project No. BRS—CHBP—COQt(133)—GB-91: 35 MPH on Virginia Street from Highway 823 to 215th Avenue. 35 MPH on 215th Avenue from Virginia Street to Waterloo Street. 35 MPH on Waterloo Street from 215th Avenue to 210th Avenue. 40 MPH on 210th Avenue from Waterloo Street to Highway G76. The speed limits will be in effect once the posted detour route is established for the bridge replacement project and remain in effect until County Highway S23 is reopened to through traffic at substantial completion, as determined by the County Engineer.
