State's Medicaid Costs Increase
Medicaid, providing medical care for low income
people, is paid for by both the federal government and
the states and is administered by the states. The federal
government determines the percent to be paid by the
states each year based on the income levels in the states
over the prior three years. Though we are proud of the
fact that incomes in Iowa have increased more than in
many other states, that fact hurts us when it comes to
Medicaid ft f dirig:'For the upcoming fiscal year 2015,
the federal government's share will go down to 56.14%.
This compares to 58.35% for fiscal '14, the current fiscal
year and 63.29% in fiscal 2010. The state must pay the
rest. Though the increase might not seem like much,
when we are talking about a $3.7 billion program even
a few percentage points makes a big difference. Another
factor that will increase the cost to the state is the ad-
vent of Obamacare. It is expected that enrollment in
Medicaid will increase significantly because a number
of new people will be forced to sign up. The increased
cost to Iowa will be $80 million in fiscal year 2015 as
compared to fiscal year 2014.

OBITUARY
MARGARET ANN "PEG" OSTREM
Services were held
Tuesday, Dec. 3, at
Lutheran Church of the
Good Shepherd in Des
Moines for Margaret Ann
"Peg" Ostrem, 86, Des
Moines, who died Friday,
Nov. 29, at Kavanagh
House in Des Moines. She
died from ovarian cancer
after a courageous two
year battle. Burial was at
Sunset Memorial Gardens
Cemetery in Des Moines.
Margaret Ann Mason
was born August 13, 1927
in Des Moines. She at-
tended Lincoln High
School. June !9, 1948, she
was united in marriage to
Orval M. Ostrem. They
had two sons, Tom and
Bill.
Mrs. Ostrem worked
for many years at
O'Callaghan's Appliances.
After the couple retired,
they moved to their farm
in St. Charles. In 1990 they
became snowbirds and
spent time in Florida,
Texas and finally Arizona.
Survivors include her
Margaret Ann
"Peg" Ostrem
husband of 65 years,
Orval; sons, Tom (Deb)
Ostrem and Bill; grand-
.children, Sarah, Chrissy
(Anand), Jenny and Matt;
cousins, nieces and neph-
ews.

OBITUARY
E. JUNE BUTLER
Graveside services
were held Frida} Dec. 6, at
the I.O.O.F. Cemetery in
Indianola for E. June But-
ler, 84, Indianola, who
died Sunday, Dec. 1.
Mrs. Butler was born in
Jonesboro, IL, the daugh-
ter of Glen Jacob and
Mildred Lindsay Baltzley.
Following World War II,
she married Ray Butler Jr.
They settled in Indianola
in 1955 where they re-
mained. She was a mem-
ber of the First Baptist
Church of Indianola and
enjoyed music and art.
Survivors include two
daughters, Judith (Dale)
Mathre of Pella and Kathy
(Jerome) Wonderlin of
Prole; grandchildren,
Bruce and Peter Mathre
E. June Butler
great-grandchildren; and
siblings, Juanita, Beverly,
Pat, Evelyn and Bob.
She was preceded in
death by her husband, in
1998.
