Disclaimer: All defendants are innocent until proven guilty in a court of law. November 22, 2019 Fraud — 1900 block Bristol. Resident reported a loss of funds as a result of an internet scam. Information was taken and a report made. November 23, 2019 Impaired Driver — Hwy 5 on Ramp. Dambar Magar, Des Moines, was arrested and charged with OWI 1st Offense and Child Endangerment. Subject was processed and transported to Warren County Jail. November 24, 2019 Impaired Driver — 2500 block Cedar St. Philip Snyder, Des Moines, was arrested and charged with OWI 3rd Offense. Subject was processed and transported to Warren County Jail. November 25, 2019 Drug/Narcotic Violation — Hwy 5. Dwight March, Des Moines, was arrested and charged with Possession of Marijuana. Subject was processed and cited to appear at a later date. Drug/Narcotics Violation 3000 block Prairie Rose Drive. Deng Majouk, Des Moines, was arrested and charged with Possession of Marijuana. Subject was processed, cited and released to appear at a later time. November 26, 2019 Vehicle Crash 600 block West Pine. Vehicle driven by Sheri Miller, Norwalk, struck a parked vehicle belonging to Michael Kehoe, Norwalk. Information was taken and a report forwarded to the Iowa Department of Transportation. Impaired Driver — 2900 block Sunset Drive. Gorn Rai, Des Moines, was arrested and charged with Operating While Intoxicated. A second subject, Mulap Subba, Des Moines, was arrested and charged with Public Intoxication. Both subjects were processed, and transported to the Warren County jail. November 27, 2019 Forgery/ Theft — 300 block Wright Road. Norwalk School authorities discovered a check had been forged on their account. Information was taken and a report made. Case remains under investigation at this time. November 28, 2019 Vehicle Crash — 99 mile marker Highway 5. Vehicle driven by Christopher Chavez, Indianola, struck a bridge due to icy road c0nditions. Information was taken and a report forwarded to the Iowa Department of Transportation. Vehicle Crash — Hwy 5 over Hwy 28. Vehicle driven by Phillip Herrmann, West Des Moines, struck a cement barrier on the bridge due to icy road conditions. Information was taken and a report forwarded to the Iowa Department of Transportation. December 1, 2019 Drug/Narcotics Violation — 8400 block Fleur Drive. Joshua Ragan, Des Moines, was arrested and charged with Possession of Drug Paraphernalia. Subject was processed, cited and released to appear at a later date. December 2, 2019 Suspended Driver — 8000 block Beardsley Street. Lawrence Gale, Des Moines, was arrested and charged with Driving Under Suspension x 18, and was cited for a Speed violation and No Insurance. Subject was processed and transported to the Warren County jail. Vehicle Crash — Sunset and Cherry PW. Vehicle driven by Toby Bright, Norwalk, struck a vehicle driven by Monica Friedman, Norwalk. Information was taken and a report forwarded to the Iowa Department of Transportation. Barred Driver — 300 block R57 Highway. David Peterson, Greenfield, was arrested and charged with Driving While Barred. Subject was processed and transported to the Warren County jail. December 3, 2019 . Drug/Narcotics Violation 80th Ave & Carpenter. Benjamin Berber, Norwalk, was arrested and charged with Possession of Marijuana and Interference with Official Acts Causing Injury. Subject was processed and transported to the Warren County jail. December 5, 2019 Vehicle Crash — 9500 block Marketplace Dr. Vehicle driven by Darci McAninch, Norwalk, left the roadway and struck several trees and a sign. Information was taken and a report forwarded to the Iowa Department of Transportation. It also doesn’t seem unreasonable to assume that those folks that ignore the current ordinance are going to ignore any ordinance change we make. Couple that with the practical inability to enforce the ordinance and we have a situation where we have a lot of upset residents with no way to rectify what’s wrong. Here’s where you come in: I’ve come to the conclusion that the only way to really address this situation is to ask our state legislators for help. The existing Iowa law put us in a position where we have to sell fireworks and where we can’t effectively control the lighting of these fireworks. I’m asking the citizens of Norwalk, pro or con, to reach out to Stan Gustafson and Julian Garrett and ask them to help correct the deficiencies in Iowa’s fireworks law, especially in regards to the enforcement of local ordinances. Please tell them about Norwalk’s situation and then encourage them to form a study committee with mayors and county supervisors from across the state. They need to get input from these elected officials on how to make the law better. Mayor Tom Phillips CITY STATE Erin Cumings to Serve on Iowa 4-H Foundation Board Erin Cumings, Prole, was selected to serve as a trustee on the Iowa 4-H Foundation Board of Trustees at its annual meeting. Cumings is the Associate Vice President of Agri- business Underwriting with Nationwide Insurance in Des Moines, IA. She is passionate about agriculture and cur- rently resides on a diversified farm in Warren County with her husband and daughter. Cumings was a 4-H member in Clarke County where she enjoyed exhibiting sheep at the both the county fair and Iowa State Fair. Cumings states, “My grandfather gave me two ewes that were the catalyst for my involvement with sheep through 4-H and then later, FFA. There is no better program targeted at elementary through high school students to ensure that future generations are knowledgeable and passionate about agriculture.” Along with five other newly elected trustees, Cumings joins a 25-member board that provides the vision and fiscal oversight for the Iowa 4-H Foundation. The Iowa 4-H Foundation Board of Trustees is comprised of volunteers from both the public and private sectors who are leaders in their respective fields. “We are always excited to welcome new trustees to our team.
