Norwalk Middle School SADD students (Students Against Destructive Decisions)
created a banner thanking the Norwalk Police Department and Fire Department.

Dear Supervisors:
On behalf of the Fifth Judicial District of Iowa I want to thank the Warren County
Board of Supervisors for retaining ShiveHattery to assist the county in a needs as,
sessment for court and jail facilities. We appreciate the work of the Judicial Building
Committee and we encourage the county to go forward with long-range planning.
for new court facilities. In the meantime, we must notify the Board of ongoing safety
and security issues with the courthouse and our immediate requirements for contin-
ued occupancy.
On November 3, 2015, I entered an order closing the:court facilities at the Warren
County Courthouse on an emergency basig due to the infiltration of nauseating sewer
gas in the building. Sewer gas in the courthouse is not a new problem. The Warren
County Board of Supervisors has been aware of it for months, if not years.
In a Warren County Courthouse Water Piping Assessment dated January 22, 2015
prepared by the engineering firm of KJWW ("KJWW Plumbing Report"), engineers
retained by the county found that "plumbing vents are not installed or are inad-
equate in most areas...Unvented traps allow water to be siphoned out causing sewer
gas to vent into the building...Several floor drains were observed plugged or taped
over by staff due to sewer gas odor." (KJWW Plumbing Report, p. 6 of 10). At the
May 27, 2015 meeting of the Warren County Board of Supervisors, a KJWW engineer
confirmed that sewer gas can be hazardous to the health of occupants of the build-
ing. No action was taken after the May 27, 2015 Board meeting to prevent the infiltra-
tion of sewer gas into the building. Since the November 3, 2015 incident, plumbers
have been in the building and the situation has improved, but .we still have concerns
