Historic Bill Signed to Create a
Children’s Mental Health System
On May 1st. 2019, Governor Reynolds signed
HF690, which passed both chambers with strong
bipartisan support. This legislation creates a
children’s mental health system and establishes a
state and regional governance framework and
required core services for children. It closely aligns
with the Strategic Plan submitted to the Governor
and General Assembly by the Children’s Behavioral
‘Health System State Board (State Board) and codifies
the State Board which was established by Governor
Reynolds’ Executive Order 2 in 2018.
The State Board will provide guidance on the
implementation and management of the children’s
system. Regional governance of the children’s system
will be built upon the existing administrative and
geographic structure of the Mental Health and
Disability Services Regions. The Regions will develop
access to a set of core services for all children. They
will submit an implementation plan to the
Department of Human Services (DHS) by April 1,
2020, describing the implementation of core services.
Core services will include prevention, early
identification, early intervention, education,
assessment/evaluation, medication prescribing and
management, behavioral health outpatient therapy,
and comprehensive crisis services, which include
mobile response, crisis stabilization, and behavioral
health inpatient treatment. Additionally, DHS and
the Iowa Department of Public Health (IDPH) will
establish a single statewide 24 hour crisis line
through YourLifeIowa.
In the coming months DHS will adopt rules to
define services, provider standards, access standards,
and implementation dates.

New Online Hunting & Fishing
License System
The Iowa DNR is unveiling the latest innovative
technology available at your fingertips when it comes
to hunting and fishing licenses. The new system, G0
Outdoors Iowa, launched in February 2019 and
makes it easier and more convenient for hunters and
anglers to edit customer details, purchase new
licenses, reprint licenses, set up license auto-renew,
report a harvest, submit quota hunt applications,
view hunting regulations, and View current sunrise
and sunset times. The G0 Outdoors Iowa app is
downloadable for free through the App Store or
Google Play Store. To find more information on G0

Warren Women in Ag Event
You’re invited to join ISU Extension and Outreach
Warren County on Tuesday, May 21st at 6:00 pm.
at Annelise Winery for their next Women in Ag event.
Dr. Sherry Olsen, ISU lecturer and meat judging
coach, along with 'Amy Powell from ISU Extension
and Outreach, will provide the evening’s program
regarding meat cuts. Topics to be covered include
preparing meat safely, unique recipe ideas, how and
why to select cuts of meat, and more. The event begins
at 6:00 pm. with a light grilled supper and the
program will begin at 6:30 p.m. and last for
approximately one hour. This event is free and
anyone is welcome to attend. Please R.S.V.P. to

This item will be available to the public for inspection prior to purchase.

building is located at 713 School Avenue, Norwalk, IA. To inspect the
building

between 7:30 AM to 3:00 PM Monday through Friday or by email at

Sealed bids must be received at the Office of the Board Secretary, 380
Wright
Road, Norwalk, Iowa 50211 by 12:00 PM, Thursday, May 30, 2019. All bids
must clearly state the bid price and agreement to remove the portable from
school property by June 25, 2019.The bid must be signed and list the
bldder’s
full name, address, and phone number.
A down payment of 25% of the selling price must be paid by June 5, 2019:
Remainder of bid price must be remitted to the Norwalk Community School
District prior to removal of the building but no later than June 25, 2019.
The School District reserves the right to reject any and all bids and to
accept
the bids deemed to be in the best interests of the School District, waiving
any
informality.
If no bids are received or the building Is not removed by June 25, 2019 the
building shall be demolished or removed by the District in an appropriate
manner as determined by the District.

8:30 am. for a special meeting with Supervisors’ Crystal McIntyre; Aaron

10 Board of Supervisors, Megan Andrew, Assistant County Attorney, Dawn
Bowman, County Engineer David Carroll, Sheriff Brian Vos and Mike Galloway,
Attorney with Ahlers and Cooney, P.C. were also present. The following

RESOLUTION 19-121 5TON WEIGHT LIMIT GREENFIELD PLAZA AND
HILLS .OF COVENTRY
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves to move 5 Ton weight limit for all roads in Greenfield Plaza and
Hills
of Coventry, placing signs after this FY July 1, 2019.
RESOLUTION 19-122 CONVENE CLOSED SESSION
BE IT RESOLVED THAT, the Warren County Board of Supervisors hereby
approves to convene closed session according to Iowa Code 2017(3):
“Negotiating sessions, strategy meetings of public employers, mediation,
and
(he deliberative process of arbitrators shall be exempt from the provisions
of
chapter 21 ".
Carried unanimously.
